HBA-RBT H.B. 1717 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1717 By: Hupp Natural Resources 3/5/1999 Introduced BACKGROUND AND PURPOSE The 69th Texas Legislature enacted legislation creating the Fox Crossing Water District which was originally intended to encompass Mills County, Lampasas County, and San Saba County. At this time, the district consists of only Mills County. H.B. 1717 renames the district the Mills County Water District. . RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 779, Acts of the 69th Legislature, Regular Session, 1985, by adding Section 1a, as follows: Sec. 1a. NAME CHANGE. Provides that a reference in law to the Fox Crossing Water District means the Mills County Water District. SECTION 2. Amends Section 2(1), Chapter 779, Acts of the 69th Legislature, Regular Session, 1985, to provide that "district" means the Mill County Water District, rather than the Fox Crossing Water District. SECTION 3. Amends Section 6(c), Chapter 779, Acts of the 69th Legislature, Regular Session, 1985, to make a conforming change. SECTION 4. Amends Section 77(f), Chapter 779, Acts of the 69th Legislature, Regular Session, 1985, to make a conforming change. SECTION 5. Emergency clause. Effective date: upon passage.
