HBA-KMH H.B. 1804 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1804 By: Morrison Higher Education 3/7/1999 Introduced BACKGROUND AND PURPOSE Currently, a student attending a public or private high school within Texas is granted automatic acceptance to a general academic teaching institution provided the student graduated in the top 10 percent of the student's graduating class within the two years immediately preceding the academic year for which the applicant is applying. H.B. 1804 adds a student enrolled in a high school operated by the U.S. Department of Defense to the group of students who are eligible for automatic admission as provided for in Section 51.803 (Automatic Admission: All Institutions), Education Code. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 51.803(a), Education Code, to require admittance to a general academic teaching institution as an undergraduate student if the applicant graduated from a high school operated by the United States Department of Defense. Provides that an applicant who graduated from a high school operated by the United States Department of Defense must be a Texas resident under Section 54.052 (Residents; Nonresidents; General Rules), Education Code, or be entitled to pay tuition fees at the rate provided for Texas residents under Section 54.058(d) (Military Personnel and Dependents), Education Code, for the term or semester admitted to qualify for admission under this section. Makes a nonsubstantive change. SECTION 2. Provides that this Act applies beginning with admissions for the 2000 fall semester. SECTION 3. Emergency clause.
