HBA-JRA H.B. 1816 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1816 By: Wise Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE H.B. 1816 requires the State Board of Education to develop a safety education program, taking into consideration the instructional elements recommended by the National Center for Missing and Exploited Children, and authorizes a school district to use the program in the required health curriculum. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 28.002, Education Code, by adding Subsection [sic] (1), as follows: (1) Requires the State Board of Education to develop a safety education program that a school district is authorized to use in the required health curriculum. Requires the board to consider the instructional elements recommended by the National Center for Missing and Exploited Children in developing the program. SECTION 2Emergency clause. Effective date: upon passage.
