BACKGROUND AND PURPOSE

Currently, all marketing associations chartered under Chapter 52
(Cooperative Marketing Associations), Agriculture Code, provide each member
of the association with one vote. Several years ago, the citrus marketing
associations of Texas adopted a system providing some members with more
than one vote according to the amount of business each member contributes
to the marketing association. H.B. 1845 authorizes marketing associations
organized primarily for grain markets to provide member associations with
more than one vote per member.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
