HBA-KMH H.B. 1863 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1863 By: Garcia Judicial Affairs 4/16/1999 Introduced BACKGROUND AND PURPOSE Currently, the Dallas-Fort Worth Airport partly overlaps several cities, creating the need to clarify statutes that apply to municipal court authority concerning certain violations within the area. H.B. 1863 expands municipal court jurisdiction to include actions of a joint airport board, and limits policing authority within airport property by certain persons who are unrelated to the joint board. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency or institution.
