HBA-SEB H.B. 1877 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1877 By: Hope Juvenile Justice and Family Issues 3/11/1999 Introduced BACKGROUND AND PURPOSE Currently, language in the Human Resources Code may not clearly set forth several key aspects involving the administration of the Montgomery County Juvenile Board (board). H.B. 1877 modifies the matter of compensation for board members and makes certain sections of the Human Resources Code applicable to the board. Those sections regard general expenses and expenses of the board members and the juvenile court, and also pertain to the fiscal officer, personnel, and the board members' duties. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 152.1761, Human Resources Code, to require the commissioners court to pay members of the juvenile board of Montgomery County (board) additional annual compensation set by the commissioners court at not less than $3,000. Deletes existing text regarding maximum annual compensation for the members of the board. Deletes existing text which states that Sections 152.0002 (Board Meetings), 152.0004 (General Expenses), 152.0005 (Expenses of Board Members and Juvenile Court), 152.0006 (Fiscal Officer), 152.0007 (Duties), and 152.0008 (Personnel) do not apply to the board. SECTION 2.Emergency clause. Effective date: upon passage.
