HBA-MPM H.B. 1903 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1903 By: Wilson Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE H.B. 1903 authorizes the governor to present Silver Quill awards to individuals, including professional educators and members of the public, who have demonstrated outstanding leadership in the field of public education. The bill also makes additional requirements and prohibitions with respect to this award. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter F, Chapter 39, Education Code, by adding Section 39.113, as follows: Sec. 39.113. SILVER QUILL AWARDS. Authorizes the governor to present Silver Quill awards (awards) to individuals, including professional educators and members of the public, who have demonstrated outstanding leadership in the field of public education. Prohibits the governor from presenting more than 10 awards, annually. Requires the commissioner of education to develop criteria for the award and to assist the governor in evaluating nominated individuals. SECTION 2.Emergency clause. Effective date: upon passage.
