HBA-DMD, LCA H.B. 1940 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1940 By: Siebert Public Education 4/21/1999 Introduced BACKGROUND AND PURPOSE H.B. 1940 prohibits a school district from beginning instruction for students for a school year before September 1, although it may modify the first day of instruction for students if it adopts a year-round system. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter C, Chapter 25, Education Code, by adding Section 25.0811 as follows: Sec. 25.0811. FIRST INSTRUCTIONAL DAY. Prohibits a school district from beginning instruction for students for a school year before September 1. SECTION 2. Amends Section 25.084(a), Education Code, by adding Subdivision (3), to authorize a school district to modify the first day of instruction for students if it adopts a year-round system. Makes conforming changes. SECTION 3. Provides that this Act applies beginning with the 1999-2000 school year. SECTION 4. Emergency clause. Effective date: upon passage.
