BACKGROUND AND PURPOSE 

Ann P. Silverrain worked as a teacher for children with disabilities at the
Texas School for the Blind and Visually Impaired in Austin and at the
Education Service Center in San Antonio, where she developed braille
textbooks which were used across the state.  The purpose of this bill is to
allow the Texas School for the Blind and Visually Impaired to name the Life
Skills Building after the late Ann P. Silverrain.  

H.B. 2299 provides that the classroom building on the campus of the Texas
School for the Blind and Visually Impaired formerly known as the Life
Skills Building located at the rear of the east side of the campus near
Sunshine Drive at 1100 West 45th Street in Austin, is named the Ann P.
Silverrain Building in honor of Ann P. Silverrain. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Subchapter B, Chapter 30, Education Code, by adding
Section 30.029, as follows: 

Sec. 30.029.  ANN P. SILVERRAIN BUILDING.  Provides that the classroom
building on the campus of the Texas School for the Blind and Visually
Impaired formerly known as the Life Skills Building located at the rear of
the east side of the campus near Sunshine Drive at 1100 West 45th Street in
Austin, is named the Ann P. Silverrain Building in honor of Ann P.
Silverrain. 

SECTION 2.  Emergency clause.
  Effective date: upon passage.
