HBA-LCA H.B. 2343 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2343 By: Culberson Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE Currently, the State Board for Educator Certification is required to specify the minimum academic qualifications required for a certificate. H.B. 2343 provides that those academic qualifications for a certificate to teach at an elementary grade level must include successful completion of a course that emphasizes teaching reading through the use of phonics. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 21.044, Education Code, to provide that the qualifications for a certificate to teach at an elementary grade level must include successful completion of a course that emphasizes phonics for reading instruction. SECTION 2. Makes application of this Act prospective to September 1, 2001. SECTION 3. Emergency clause. Effective date: upon passage.
