HBA-DMD H.B. 2387 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2387 By: Turner, Sylvester State Affairs 4/27/1999 Introduced BACKGROUND AND PURPOSE In 1998, the Telecommunications Infrastructure Fund Board (board) granted $12.5 million to the General Services Commission in order to finance an upgrade of the TEXAN telecommunications network which serves 5,500 state agencies and local governments, and 2,200 educational locations. The primary purpose of the board is to assist public schools, libraries, and public hospitals. H.B. 2387 deletes the requirement of the board to use money in the qualifying entities account for any statewide telecommunications network. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 3.606, Article 1446c-0, V.T.C.S. (Public Utility Regulatory Act of 1995), by amending Subsection (p), to delete the requirement of the Telecommunications Infrastructure Fund Board to use money in the qualifying entities account for any statewide telecommunications network. Makes a conforming change. SECTION 2.Emergency clause. Effective date: upon passage.
