BACKGROUND AND PURPOSE

Prior to the 76th Legislature, the provision for two-year terms for members
of the Crime Stoppers Advisory Council (council) contributed to a loss of
continuity and experience on the council.

H.B. 2397 increases the term of a member of the council from two to four
years.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
