HBA-DMD, NIK H.B. 2397 76(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 2397 By: Carter Public Safety 7/30/1999 Enrolled BACKGROUND AND PURPOSE Prior to the 76th Legislature, the provision for two-year terms for members of the Crime Stoppers Advisory Council (council) contributed to a loss of continuity and experience on the council. H.B. 2397 increases the term of a member of the council from two to four years. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 414.002(c), Government Code, to increase the term of a member of the Crime Stoppers Advisory Council (council) from two to four years. SECTION 2. Requires the members of the council, at the first meeting after this Act takes effect, to draw for three terms expiring September 1, 2000, and two terms expiring September 1, 2001. SECTION 3. Emergency clause. Effective date: 90 days after adjournment.
