BACKGROUND AND PURPOSE

Current law requires all degree-seeking students entering public
institutions of higher education in Texas to take the Texas Academic Skills
Program (TASP) test to assess basic reading, writing, and mathematics
skills. Students transferring to public universities from private or
out-of-state institutions are also required to take the TASP test,
regardless of the number of semester credit hours they have already
completed. H.B. 2410 waives the requirement to take the TASP test for
transfer students who have successfully completed 12 or more core
curriculum hours and maintained a 2.25 grade point average.

not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
