HBA-LCA H.B. 2433 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2433 By: Swinford Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE Each school year, the Texas Education Agency is required to prepare and distribute to each school district a report card for each campus. Currently, a campus report card includes academic excellence indicators, student/teacher ratios, and administrative and instructional costs per student. H.B. 2433 requires a campus report card to also include whether any commercial business entity advertises or otherwise solicits customers on school grounds. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 39.052(b), Education Code, to include among information required on a report card whether any commercial business entity advertises or otherwise solicits customers on school grounds. Makes conforming changes SECTION 2. Provides that this Act applies beginning with the 1999-2000 school year. SECTION 3. Emergency clause. Effective date: upon passage.
