HBA-MPM H.B. 2464 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2464 By: Delisi Public Education 4/21/1999 Introduced BACKGROUND AND PURPOSE Parent involvement may be fundamental for a child's educational success. This involvement entails schools helping families create home environments conducive to learning. H.B. 2464 modifies the Education Code to encourage public school districts to increase and maintain their percentage rates of parent-teacher conferences and authorizes the governor to present financial awards to those schools or districts demonstrating the highest sustained rate of parent-teacher conferences or the greatest improvement in rates of parent-teacher conferences. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter F, Chapter 39, Education Code, by adding Section 39.113, as follows: Sec. 39.113. PARENT-TEACHER CONFERENCE AWARDS. Authorizes the governor to present a financial award to schools or districts that the commissioner of education (commissioner) determines have demonstrated the highest sustained rates of parent-teacher conferences or the greatest improvements in the rates of parent-teacher conferences for each semester. Entitles a school or district to an amount set for the award for which it is selected by the commissioner for each student in average daily attendance, subject to any limitation set by the commissioner on the total amount that may be awarded. Provides that an award under this section is subject to the use, funding, and confidentiality requirements of an award under Subchapter E (Successful School Awards), Chapter 39 (Public School System Accountability), Education Code. SECTION 2.Emergency clause. Effective date: upon passage.
