BACKGROUND AND PURPOSE

The Houston Downtown Management District (district) was created to
revitalize downtown Houston and has powers similar to a municipal district.
The district levies an assessment on commercial property owners in order to
finance improvements and services in the downtown area. H.B. 2490 enlarges
the boundaries of the district. This bill also sets forth that the
boundaries and field notes of the district form a closure and specifies the
provisions which are not affected if a mistake is made in the field notes
or in copying the field notes in the legislative process.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
