HBA-DMD H.B. 2490 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2490 By: Coleman County Affairs 4/5/1999 Introduced BACKGROUND AND PURPOSE The Houston Downtown Management District (district) was created to revitalize downtown Houston and has powers similar to a municipal district. The district levies an assessment on commercial property owners in order to finance improvements and services in the downtown area. H.B. 2490 enlarges the boundaries of the district. This bill also sets forth that the boundaries and field notes of the district form a closure and specifies the provisions which are not affected if a mistake is made in the field notes or in copying the field notes in the legislative process. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. ENLARGEMENT OF BOUNDARIES. Enlarges the boundaries of the Houston Downtown Management District (district) created under Subchapter A (Houston Downtown Management District), Chapter 376 (Specific Municipal Management Districts), Local Government Code. SECTION 2. FINDINGS RELATED TO ENLARGED BOUNDARIES. Sets forth that the boundaries and field notes of the district form a closure and specifies the provisions which are not affected if a mistake is made in the field notes or in copying the field notes in the legislative process. SECTION 3. VALIDATION. Provides that the governmental acts of the district occurring before the effective date of this Act are validated as of the dates they occurred. SECTION 4.Emergency clause. Effective date: 90 days after adjournment.
