HBA-KMH H.B. 259 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 259 By: Maxey Public Education 4/21/1999 Introduced BACKGROUND AND PURPOSE Currently, educational aides under contract with school districts are not paid in 12 equal monthly installments. H.B. 259 requires a school district to pay an educational aide under a contract with the district the salary designated in the contract in 12 equal monthly installments if the employee chooses to be paid in that manner. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter A, Chapter 22, Education Code, by adding Section 22.006, as follows: Sec. 22.006. SALARY PAYMENT TO EDUCATIONAL AIDE. Requires a school district to pay an educational aide under a contract with the district the salary designated in the contract in 12 equal monthly installments if the employee chooses to be paid in that manner. SECTION 2. Makes this section applicable to a salary payment to an educational aide for the 19992000 or subsequent school year. SECTION 3. Emergency clause. Effective date: upon passage.
