HBA-NIK H.B. 2754 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2754 By: Smithee Insurance 4/12/1999 Introduced BACKGROUND AND PURPOSE Current law provides that a risk pool (pool) may be administered by a staff employed by the pool, an entity created by a political subdivision participating in the pool, or a third-party administrator. H.B. 2754 allows the pool to be administered by a staff or entity that administers another pool under Chapter 172, (Texas Political Subdivisions Uniform Group Benefits Program), Local Government Code. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 172.006(b), Local Government Code, to include a staff or entity that administers another risk pool established under this chapter (Texas Political Subdivisions Uniform Group Benefits Program) among those authorized to administer a risk pool. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
