BACKGROUND AND PURPOSE

Prior to the 76th Legislature, hundreds of disabled veterans used the DV
license plates on one vehicle under the present statute. As with many
households many veterans had more than one vehicle. Often the vehicle with
the DV plates was at some point out of commission and the veteran did not
get full benefit from the special license plates. H.B. 2768 allows
veterans to purchase a second set of special license plates for a vehicle
registered to the veteran at full price.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
