BACKGROUND AND PURPOSE

Biotechnology is the use of biological processes and organisms to make
products or modify plants, animals, or micro-organisms. This technology
has produced genetically-improved cotton plants, human insulin produced
using recombinant DNA technologies, and a synthetic peptide that has been
shown to double the rate of healing in dermal wounds and bone fractures.

H.B. 2803 encourages and provides support for basic research in
biotechnology, biogenetics, and directly related disciplines at various
institutions to facilitate research in this field. It also specifically
requires the Texas Higher Education Coordinating Board to administer this
initiative and sets forth an advisory committee and methods of funding.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
