HBA-ALS H.B. 2819 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2819 By: Hunter Transportation 4/5/1999 Introduced BACKGROUND AND PURPOSE Sam Waldrop was appointed to the State Highway and Public Transportation Commission in 1978 and served as the chairman of the commission from 1979 to 1983. The purpose of this bill is to pay tribute to Mr. Waldrop's service to the state by renaming an interchange in his honor. H.B. 2819 designates an interchange located in Abilene, Texas, as the "Sam Waldrop Interchange." RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Title 116, V.T.C.S., by adding Article 6673e-17, as follows: Art. 6673e-17. SAM WALDROP HIGHWAY INTERCHANGE Sec. 1. DESIGNATION OF HIGHWAY INTERCHANGE. Designates the interchange in Abilene, Taylor County, Texas, of U.S. Highway 83, U.S. Highway 84 and Loop 322 in the east portion of Abilene in Taylor County, Texas, as the Sam Waldrop Interchange. Sec. 2. MARKERS. Requires the Texas Department of Transportation (department) to design and construct markers to be placed along and at the location of that portion of U.S. Highway 83, U.S. Highway 84 and Loop 322 described in Section 1. Requires the markers to include the name of the interchange and any information that the department determines is appropriate. Requires markers to be erected at each end of the interchange and at intermediate sites that the department determines are appropriate. Provides that the department is responsible for repair and replacement of the markers and for maintenance of the grounds surrounding each marker. Authorizes the department to accept grants and donations from individuals and entities to assist in financing the construction and maintenance of the markers. SECTION 2. Emergency clause. Effective date: upon passage.
