HBA-ATS H.B. 2856 76(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 2856 By: Yarbrough Licensing & Administrative Procedures 7/13/1999 Enrolled BACKGROUND AND PURPOSE Prior to the 76th Legislature, the law prohibited a holder of a package store permit from selling more than five gallons of vinous liquor in a single transaction and a holder of a wine only package store permit from selling more than five gallons of ale, wine, and vinous liquors in a single transaction. Consumers who wish to purchase more than five gallons of wine, ale, or vinous liquors found it inconvenient to have to conduct more than one transaction. H.B. 2856 repeals these two prohibitions.
