BACKGROUND AND PURPOSE 

Current law exempts unclaimed checks with a value of $100 or less that are
held by counties and municipalities from escheat.  School districts are not
exempted.  H.B. 2890 includes a school district among the governmental
entities to which Chapter 76 (Report, Delivery, and Claims Process for
Certain Property) applies. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 76.001, Property Code to include a school
district among the governmental entities to which Chapter 76 (Report,
Delivery, and Claims Process for Certain Property) applies. 

SECTION 2.  Effective date: September 1, 1999.

SECTION 3.  Emergency clause.
