HBA-TYH H.B. 2895 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2895 By: Coleman Urban Affairs 3/27/1999 Introduced BACKGROUND AND PURPOSE Under current law, an appointment by the mayor to a community and venue district board does not require approval by the municipal governing body. H.B. 2895 requires that mayoral appointments to a venue district board be subject to confirmation by the municipalities' governing bodies. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 335.031(b), Local Government Code, to require appointments by the mayors of municipalities to be subject to confirmation by the municipalities' governing bodies. SECTION 2. Emergency clause. Effective date: 90 days after adjournment.
