HBA-MPM H.B. 2919 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2919 By: Dunnam Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE Currently, the warrants described in this section (Interest-Bearing Time Warrants) are required to mature in serial installments of no more than five years from their date of issue. H.B. 2919 sets the time limit for maturation at 10 years, rather than five. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 45.103(a), Education Code, to require the warrants described in this section (Interest-Bearing Time Warrants) to mature in serial installments of no more than 10, rather than five, years from their date of issue. SECTION 2.Emergency clause. Effective date: upon passage.
