BACKGROUND AND PURPOSE

Under the Sunset review process, state agencies are, on the average,
reviewed every twelve years to determine whether or not policies and
services carried out by an agency continue to be necessary. Occasionally,
an agency will need to be reviewed earlier or later, and this change must
be made to the agency's sunset date in statute. H.B. 2954 affects the
Sunset review of three agencies the TexasIsrael Exchange Fund Board, the
Texas Emancipation Juneteenth Cultural and Historical Commission, and the
State Law Library.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
