HBA-TYH H.B. 2954 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2954 By: Gray State Affairs 4/13/1999 Introduced BACKGROUND AND PURPOSE Under the Sunset review process, state agencies are, on the average, reviewed every twelve years to determine whether or not policies and services carried out by an agency continue to be necessary. Occasionally, an agency will need to be reviewed earlier or later, and this change must be made to the agency's sunset date in statute. H.B. 2954 affects the Sunset review of three agencies the TexasIsrael Exchange Fund Board, the Texas Emancipation Juneteenth Cultural and Historical Commission, and the State Law Library. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 45.006(i), Agriculture Code, to provide that the Texas-Israel Exchange Fund Board is abolished and this chapter expires September 1, 2007, rather than 2001, unless continued in existence by the Sunset Advisory Commission. SECTION 2. Amends Section 448.002, Government Code, to provide that the Texas Emancipation Juneteenth Cultural and Historical Commission is abolished and this chapter expires September 1, 2007, rather than 2001, unless continued in existence by the Sunset Advisory Commission. SECTION 3. Repealer: Section 91.008 (Sunset Provision), Government Code. Section 91.008 subjects the State Law Library to the Texas Sunset Act. SECTION 4. Effective date: September 1, 1999. SECTION 5. Emergency clause.
