BACKGROUND AND PURPOSE

Current law does not clearly define the actions that constitute the offense
of stopping in an intersection. H.B. 2995 prohibits an operator of a motor
vehicle from entering an intersection unless the intersection is not
obstructed by a halted vehicle or other obstruction and the operator can
expect to exit the intersection without halting.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
