HBA-KMH H.B. 3054 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3054 By: Jones, Delwin Elections 3/29/1999 Introduced BACKGROUND AND PURPOSE H.B. 3054 requires a commissioners court to order changes in the county election precinct boundaries when necessary to give effect to a redistricting plan involving the legislature, the United States Congress, or the State Board of Education, rather than before October 1 of the year in which the redistricting is done. This bill also requires specified persons to report voter turnout to the Texas Legislative Council if the council so requests. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 42.032, Election Code, to require a commissioners court to order changes in the county election precinct boundaries when necessary to give effect to a redistricting plan involving the legislature, the United States Congress, or the State Board of Education, rather than before October 1 of the year in which the redistricting is done. Makes conforming and nonsubstantive changes. SECTION 2. Amends Section 276.008(a), Election Code, to require specified persons to report voter turnout to the Texas Legislative Council if the council so requests. SECTION 3. Effective date: September 1, 1999. SECTION 4. Emergency clause.
