BACKGROUND AND PURPOSE 

H.B. 3057 redefines "historically underutilized business" to include a
business owned, operated, or controlled by a veteran of military conflict.
This bill defines "veteran of military conflict" to mean an individual who
served on active duty in the army, navy, air force, marine corps, or coast
guard of the United States during the Vietnam conflict, the Korean War, or
World War II.  

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section  2161.001, Government Code, by amending
Subdivision (2) and adding Subdivision (4), to redefine "historically
underutilized business" by including a business owned, operated, or
controlled by a veteran of military conflict. Defines "veteran of military
conflict" to mean an individual who served on active duty in the army,
navy, air force, marine corps, or coast guard of the United States during
the Vietnam conflict, the Korean War, or World War II.  

SECTION 2.Emergency clause.
  Effective date: upon passage.
