HBA-MPM H.B. 3073 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3073 By: Wilson Higher Education 4/1/1999 Introduced BACKGROUND AND PURPOSE Under current law, an institution of higher education may award a scholarship, grant, or other financial assistance to a student based on the student's athletic ability, without considering criteria used for all other entering freshmen. H.B. 3073 provides that the use of high school class rank as an admissions criterion for entering freshmen is considered to be use of a minimum high school grade point average. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 51.9245, Education Code, by adding Subsection (c), as follows: (c) Provides that, for purposes of this section (Admission of Person Receiving Athletic Scholarship), use of high school class rank as an admissions criterion for entering freshmen is considered to be use of a minimum high school grade point average. SECTION 2. Effective date: upon passage. Makes application of this Act prospective. SECTION 3.Emergency clause.
