HBA-NIK H.B. 3184 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3184 By: Hinojosa Land & Resource Management 4/13/1999 Introduced BACKGROUND AND PURPOSE H.B. 3184 authorizes the Board of Regents of the University Texas System to acquire by purchase, exchange, gift, or otherwise, certain properties to be used for campus expansion and university purposes in the University of Texas System. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Authorizes the Board of Regents of the University of Texas System to acquire by purchase, exchange, gift, or otherwise, for campus expansion and for other university purposes, all or any part of the land described in this section all of which are located in Edinburg, Texas. SECTION 2. Emergency clause. Effective date: upon passage.
