Introduced

BACKGROUND AND PURPOSE

Currently, counties are authorized to regulate the use of county parks.
However, the statutes contain no provisions for enforcement of these rules.
H.B. 3191 supplies the enforcement mechanism for county regulation of parks
by making violation of a county park rule a Class C misdemeanor.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
