HBA-JRA H.B. 3290 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3290 By: Greenberg Public Education 4/7/1999 Introduced BACKGROUND AND PURPOSE Currently, the Education Code authorizes a public junior college to waive tuition for credit courses that qualify for joint credit from a high school and the junior college. However, the course is only eligible for joint credit if it applies towards the student's high school graduation requirements. H.B. 3290 provides that any junior college course that meets the student's high school academic requirements is eligible for joint credit regardless of whether it is required for graduation, thereby authorizing the junior college to waive tuition for more courses. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 130.008, Education Code, to authorize a high school student to simultaneously receive course credit from a public junior college toward the student's high school academic requirements, rather than graduation requirements, and as a student of the junior college. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
