HBA-KMH, KMH H.B. 3408 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3408 By: Williams Judicial Affairs 4/7/1999 Introduced BACKGROUND AND PURPOSE Currently, there is a perceived local need for a new district court in Grimes and Madison counties. Since 1985, no new urban district courts have been created in Texas. H.B. 3408 creates a new district court in Grimes and Madison counties. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter C, Chapter 24, Government Code, by adding Section 24.569, as follows: Sec. 24.569. 424TH JUDICIAL DISTRICT (GRIMES AND MADISON COUNTIES). Provides that the 424th Judicial District is composed of Grimes and Madison counties. SECTION 2.Creates the 424th judicial district. Effective date: September 1, 1999. SECTION 3. Emergency clause.
