HBA-GUM H.B. 3468 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3468 By: Elkins Urban Affairs 3/27/1999 Introduced BACKGROUND AND PURPOSE Current statutes provide that the directors and chairman of the board of a sports and community venue district are appointed by the mayor or county judge, or both as appropriate, of the political subdivisions creating the district, in accordance with the concurrent order creating the district. H.B. 3468 provides that the directors and chairman of the board of a sports and community venue district be appointed instead by the city council or the commissioners court, or both as appropriate, of the political subdivision(s) creating the district. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 335.031, Local Government Code, to provide that the board and chairman of the board of a sports and community venue district are appointed by the city council or the commissioners court, rather than by the mayor or county judge of the political subdivision(s) creating the district. Adds language to specify that the chairman of the board under this section is appointed by the specified entities. Makes conforming changes. SECTION 2. Provides that Section 335.031(a), Local Government Code, applies to a concurrent order creating a sports and community venue district. SECTION 3. Effective date: September 1, 1999. SECTION 4. Emergency clause.
