HBA-LCA H.B. 3551 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3551 By: Giddings Public Education 4/9/1999 Introduced BACKGROUND AND PURPOSE The "Read to Succeed" program was established to assist the state in accomplishing its goal of having every child reading at grade level by the third grade. To raise money for literacy efforts, a specialized "Read to Succeed" license plate was created. H.B. 3551 requires proceeds from the sale of "Read to Succeed" license plates to be used to purchase books for deficient public school libraries. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter F, Chapter 502.292(e), Transportation Code, to require the Department of Transportation to deposit fees collected under Subsection (c)(2), Section 502.292, Transportation Code (Read to Succeed), in the "Read to Succeed" account of the general revenue fund. Provides that money in that account may only be used for the provision of educational materials for public school libraries, rather than to supplement appropriated funds in implementing the requirements under Section 28.006, Education Code (Reading Diagnosis). SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
