HBA-TYH H.B. 3552 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3552 By: Giddings State Affairs 4/13/1999 Introduced BACKGROUND AND PURPOSE According to the Texas Constitution, the installation of the governor is to be held on the first Tuesday after the organization of the legislature, or "as soon thereafter as practicable." This legislative session, the installation date for the governor occurred on the national holiday commemorating the birth of Martin Luther King, Jr. H.B. 3552 prohibits the legislature from meeting on a legal holiday for the observance of the birthday of Dr. Martin Luther King, Jr. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 301.001, Government Code, by adding Subsection (b), to prohibit the legislature from meeting on a legal holiday for the observance of the birthday of Dr. Martin Luther King, Jr. SECTION 2. Emergency clause. Effective date: 90 days after adjournment.
