BACKGROUND AND PURPOSE

Prior to the 76th Legislature, the skills development fund was administered
through public community colleges and technical schools. In addition,
numerous private, nonprofit, or communitybased organizations were engaged
in job training and vocational education. The purpose of this bill is to
include community-based organizations among the entities which may use the
skills development fund. In addition, H.B. 3656 authorizes
community-based organizations to apply for funds to participate in training
programs, only in partnership with community or technical colleges or the
Texas Engineering Extension Service.
