Currently, the skills development fund is administered through public
community colleges and technical schools. In addition, numerous private,
nonprofit, or community-based organizations are currently engaged in job
training and vocational education. The purpose of this bill is to include

development fund. In addition, C.S.H.B. 3656 authorizes community-based
organizations to apply for funds to participate in training programs, only
in partnership with community or technical colleges or the Texas
Engineering Extension Service.
