HBA-JRA H.B. 3768 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3768 By: Gallego Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE Current law does not require that campus report cards detail class size by grade level, subject, or special program. The Education Code requires that report cards include student/teacher ratios, which may result in the reporting of inaccurate class size figures. H.B. 3768 requires campus report cards to report class size by grade level, subject, and special program and requires campus report cards to be disseminated to each member of the campus-level planning and decision-making committee, as well as to the parents of the students enrolled at the campus. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that rulemaking authority previously delegated to the commissioner of education is modified in SECTION 1 (Section 39.052, Education Code) of this bill. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 39.052(b) and (c), Education Code, to require a report card to include student/classroom teacher ratios and class size by grade level, subject, and special program. Requires the commissioner of education to adopt rules requiring dissemination of appropriate student performance portions of campus report cards annually to each member of the campus-level planning and decision-making committee. SECTION 2. Makes application of this Act prospective to the 1999-2000 school year. SECTION 3.Emergency clause. Effective date: upon passage.
