BACKGROUND AND PURPOSE 

H.B. 3777 requires the Sunset Advisory Commission (commission) to examine
issues relating to global warming during its review of the Texas Natural
Resource Conservation Commission. This bill also requires the commission to
prepare a report of the examination and to include the report as part of
the commission report prepared on the Texas Natural Resource Conservation
Commission.   

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 325, Government Code, by adding Section 325.014,
as follows: 

Sec. 325.014. REVIEW OF ISSUES RELATING TO GLOBAL WARMING. Requires the
Sunset Advisory Commission (commission) to examine enumerated issues
relating to global warming during the period in which the commission
reviews the Texas Natural Resource Conservation Commission.  Requires the
commission to prepare a report of the examination and include it as part of
the report prepared on the Texas Natural Resource Conservation Commission
under Section 325.010 (Commission Report). 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
