HBA-SEB H.B. 3815 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3815 By: Gray Juvenile Justice and Family Issues 4/21/1999 Introduced BACKGROUND AND PURPOSE The Judicial Council's Committee on Juvenile Reform has developed a number of recommendations designed to improve the administration of juvenile justice in Texas. One of the recommendations is to add the presiding municipal court judge and a justice of the peace to certain county juvenile boards. The purpose of this recommendation is to enhance communication and coordination between all trial courts concerned with juvenile matters. H.B. 3815 includes in the composition of the Galveston County Juvenile Board a municipal judge in Galveston County, selected by a majority vote of all municipal judges in the county, and a justice of the peace in Galveston County, selected by a majority vote of all the justices of the peace in the county. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 152.0901(a), Human Resources Code, to include in the composition of the Galveston County Juvenile Board a municipal judge in Galveston County, selected by a majority vote of all municipal judges in the county, and a justice of the peace in Galveston County, selected by a majority vote of all the justices of the peace in the county. Makes a conforming change. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
