HBA-RAR H.B. 441 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 441 By: Walker Public Education 4/17/1999 Introduced BACKGROUND AND PURPOSE Under current law, nepotism prohibitions apply to school districts regardless of size. However, small school districts in Texas are likely to have many residents who are related to each other. When such a school district cannot hire a person who is related to a current employee, much of the population may become ineligible for employment. H.B. 441 provides that existing nepotism prohibitions do not apply to the appointment or employment of a person by a school district that has an enrollment of less than 600 students. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1.
