HBA-JRA H.B. 506 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 506 By: Tillery Public Education 4/17/1999 Introduced BACKGROUND AND PURPOSE Currently, a parent does not have the right to access a school-produced videotape in which the parent's child appears. H.B. 506 entitles a parent access to any videotape produced by a school if the parent's child appears in it. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 26, Education Code, by adding Section 26.0041, as follows: Sec. 26.0041. ACCESS TO VIDEOTAPE OF STUDENT. Provides that a parent is entitled to access to any videotape in which the parent's child appears, if it is made or authorized by a school district and recorded on equipment owned or leased by the district, including a security camera videotape. SECTION 2. Emergency clause. Effective date: upon passage.
