BACKGROUND AND PURPOSE 

The Commission on Uniform State Laws promotes uniformity in state laws
through the work of commissioners sent by Texas and other states to the
National Conference on Uniform State Laws (NCUSL).  If the NCUSL adopts a
new uniform law, the commissioners present the proposed uniform law to
their respective legislatures for adoption. The commissioners are scholars,
professionals in the legal profession, and individuals with a demonstrated
commitment to uniformity in state laws.   

Current Texas law grants lifetime membership on the state's Commission on
Uniform State Laws to Texans who have been elected to lifetime membership
by the NCUSL.  H.B. 510 expands the number of persons who automatically
become life members on the Commission on Uniform State Laws to include any
person who has at least 15 years of service as a member of the commission
and at least five years of combined service as a judge or justice of a
trial or appellate court of this state. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 762.003(a), Government Code, to grant life
membership on the Commission on Uniform State Laws (commission) to a person
who has at least 15 years of service as a member of the commission and at
least five years of combined service as a judge or justice of a trial or
appellate court of this state. 

SECTION 2.  Emergency clause.
  Effective date: upon passage.
