HBA-MPM H.B. 529 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 529 By: Hinojosa Higher Education 3/5/1999 Introduced BACKGROUND AND PURPOSE Currently, student employees of an institution of higher education (institution) are not exempt from payment of a compulsory or voluntary fee imposed by the institution. H.B. 529 amends Chapter 54 of the Education Code to allow the governing board of an institution to exempt student employees from the payment of all or any portion of those fees. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter E, Chapter 54, Education Code, by adding Section 54.5034, as follows: Sec. 54.5034. EMPLOYEE EXEMPTION FROM STUDENT FEES. Authorizes the governing board of an institution of higher education to exempt a student who is an employee of the institution from paying all or any portion of a compulsory or voluntary fee imposed by the institution. Defines "compulsory fee" and "voluntary fee" as having the meanings assigned to them under Section 54.503 (Student Service Fee), Education Code (a fee that is charged to all students enrolled at the institution, and a fee that is charged only to those students who make use of the student services for which the fee is established, respectively). SECTION 2. Emergency clause. Effective date: upon passage.
