BACKGROUND AND PURPOSE 

Under current law, state agencies do not maintain a tracking system of
regional spending or regional services, making it difficult to ascertain
how an agency's strategic plan is implemented.  The purpose of H.B. 566 is
to identify current spending and future needs of each region.  H.B. 566
allows an agency to track regional spending and services by requiring an
agency to identify each geographic region served by the agency and the
means and strategies for increasing its physical presence in each region
served. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 2056.002 (b) and (e), Government Code, by adding
the element of identification of each geographic state region, including
each border region that is served by an agency and the agency's means and
strategies for increasing its physical presence in  those regions among the
list of elements that must be included in that agency's strategic plan,
unless modified by the Legislative Budget Board and the Governor's Office
of Budget and Planning, and except as provided by Subsection (c). Defines
"border region." Makes conforming and nonsubstantive changes. 

SECTION 2.  Effective date: September 1, 1999. 

SECTION 3.  Emergency clause. 

EXPLANATION OF AMENDMENTS

Amendment #1

The amendment modifies the original in SECTION 1 (Section 2056.002(b),
Government Code) by substituting new text for Subdivision (8), to require a
strategic plan to include information about the means and strategies by
which an agency will increase its physical presence in each region it
serves.
