BACKGROUND AND PURPOSE

Current law does not require instruction in the principles and techniques
of cardiopulmonary resuscitation among the required health curriculum.
H.B. 578 provides that specific instruction in the principles and
techniques of cardiopulmonary resuscitation must be given at least once at
the seventh grade level or above. In addition, H.B. 578 provides that a
school district employee who serves as a coach or assistant coach for
certain extracurricular athletic activities must submit to the district
proof of current certification in first aid and cardiopulmonary
resuscitation issued by the American Red Cross, the American Heart
Association, or another organization that provides equivalent training and
certification.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
