BACKGROUND AND PURPOSE

Under current legal interpretation, library districts (districts) lack the
authority to accept grants and donations from public or private sources.
H.B. 585 authorizes districts to accept and administer gifts, grants, or
donations from any source.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
