HBA-RAR H.B. 613 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 613 By: George Public Education 2/8/1999 Introduced BACKGROUND AND PURPOSE Currently, school districts are prohibited from exceeding a determined amount of wealth per student. H.B. 613 increases the base amount of wealth per student for the bienniums starting September 1, 1999, 2001, and 2003. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 41.002(a), Education Code, to prohibit a school district from having a wealth per student that exceeds $450,000, rather than $280,000. SECTION 2. Amends Section 41.002(a), Education Code, to prohibit a school district from having a wealth per student that exceeds $650,000, rather than $280,000, effective September 1, 2001. SECTION 3. Amends Section 41.002(a), Education Code, to prohibit a school district from having a wealth per student that exceeds $850,000, rather than $280,000, effective September 1, 2003. SECTION 4. Effective date: September 1, 1999, except as otherwise provided by this Act. SECTION 5. Emergency clause.
